Over forty-eight (48) years of experience in program, project, and construction management services for many different types of federal, state/county/city, and private sector construction projects, including transportation, airports, transit, heavy industrial, manufacturing, process, oil and gas, power, infrastructure, water and wastewater, architectural and environmental. Significant expertise in and knowledge of all aspects of project, program, and construction management, including preplanning and programming; specifications drafting and contract document development; claims, change order, and change order avoidance reviews; cost and schedule administration; scope and change order management; claims and dispute evaluation; and expert analysis and testimony.

Managed or assisted in the evaluation of hundreds of change order disputes, time-extension requests, requests for equitable adjustment or claims related to the following types of issues: delay, acceleration, loss in productivity or inefficiencies, disputed changes, differing site conditions, defective specifications, damage calculations, and effects of changes on productivity and schedule performance. Performed fact finding, analyzed, published expert reports, and testified on entitlement and damages related to those issues. Participated or provided testimony in many types of venues in the dispute resolution processes, including negotiation, mediation, arbitration, litigation, and administrative hearings.
